Position: Deputy Director at HKU Vietnam (reports to Chief Representative/Director)
The Deputy Director partners with the Director to provide leadership in strategic planning and in implementing agency and program strategies and priorities. Flexibility is key; the imperatives of the role will frequently shift to meet the needs of an evolving organisation.
The Deputy Director is a member of the Management Team and contributes to decisions related to organisation-wide policy and procedure, who is empowered to act in the absence of the director.

RESPONSIBILITIES:
General Management:
- Assist the director in developing short- and long-term strategies for the office
- Oversee staff professional development and monitors staff workload and Key Performance Indicators (KPIs).
- Support Director to translate strategy into actionable steps for growth, implementing organisation-wide goal setting, performance management, and annual operations planning
- Identify best practices and improve internal systems with an eye toward future needs and budget realities.
- Ensure compliance with national and local business regulations, and take appropriate action when necessary
- Coordinate with the operation manager to ensure the smooth running of operations
- Coordinating with other department heads to set KPIs, ensure effective communication and collaboration across cross-functional teams
- Establish a culture of creativity, innovation, and openness within the office
Finance/Accounting/Procurement
- Manage budgets and determine areas of improvement by analyzing financial reports, tracking expenses, and identifying inefficiencies
- In charge of long-term & short-term budget planning
- Build a business model for different programs, in alignment with BOD
HR
- Conduct manpower planning.
- Conduct recruitment and assessment of staff.
- Ensure effective recruiting, onboarding, professional development, performance management, and retention
- Manage welfare benefits, company rules and policy-making
- Be an approachable sounding board/resource
External Relations and Business Development
- Key contact point for external relation
- Build and maintain trusting relationships with key customers, clients, partners, and stakeholders
- Support business development activities
- Support other’s office's activities in Vietnam
Program/Project management
- Oversee programs/projects under HKU/FBE’s branding, including immersion trips and Executive Education programs, both inbound and outbound.
B. REQUIREMENT:
- Master degree or higher
- At least 5-year experience in higher education sector
- Extensive network with academia and corporate in Vietnam
- Comfortable to be the face of HKU Vietnam in front of governments, media, partners, and students. A charismatic, credible public communicator is essential to build trust and expand the center’s influence.
- Have the ability to develop strategic plans that help deliver strategy within resource limitations
- Demonstrate the ability to oversee and plan work in order to deliver projects on time and within resources
- Track record delivering superior results, commanding respect, and assuming leadership roles
- Success in roles requiring execution of multiple tasks while responding to multiple priorities
- Demonstrated ability to build and maintain relationships with a wide array of people – junior and senior, for-profit and nonprofit, and from diverse backgrounds
- Self-starter, self disciplined
- Remain focused in the face of pressure, delivers against timelines, not intimidated by tasks/time limitations
- Integrity, detailed, persevere and diligent.
- Fluent in both written and spoken Vietnamese and English. Mandarin/Cantonese knowledge is a plus
